       Functional Education Department System (FEDS) is a planning system design to enlighten the workforce on how to develop and use their person-to-person skills more effectively.

       This plan expands on Philip B. Crosby "Quality without Tears" - The art of hassle free management. (pp. 92)

       The entire education process can be summarized in what he calls the "six c's": 1. Comprehension 2. Commitment 3. Competence 4. Communication 5. Correction 6. Continuance.

       Feds apply this "six c's" throughout this supplement training text to enlighten the workforce about the Business Community concerns, values and needs to their workers, which is: Business need employees who are trainable and educated not those who are uneducated and have not been train to learn.

       In short, innovation, flexibility, and the ability to create higher-quality information out of lower data have become necessary work skills to survive in a global economy. This is why management need to use intrusive leadership like goal setting and self-directing for a continuous maintenance and training plan (quality control elements 1 thru 20) to enlighten the workforce on the bigger picture.

About co-author John Soller

John Soller joined the Navy in Columbus, Ohio in 1965. He went to Navy schools in Mare Island, California, and Dam Neck, Virginia for missile radar fire control man. Honorable discharge with rank of E-5 after making five West-Pac cruises aboard USS Robinson DDG-12 and one North Atlantic cruise aboard USS Albany CG-10.

Spent nine years at a research and development facility at Vitro Corp. Silver Spring MD. Particular area of expertise was system hardware integration. Developed system function diagrams on the Tartar Missile System for display console, switchboard, power distribution, radar, director, and launcher.

Joined the Navy Reserve shortly after moving back to Arkansas in 1987-to present. He is currently an instructor assigned to a fleet maintenance group in Jacksonville, Florida, also a substitute teacher at Paris High School, Paris, Arkansas where he graduated from in 1965. During this time he also completed a 1-year Certificate in Food Lab Technology at Arkansas Valley Vocational School, Ozark, AR. This is where he first became interested in quality control procedures and decided to change his career path as a USDA inspector. Finished his schooling at WestArk Community College with an Associate of Applied Science in Quality Technology in May 1992.
