About the Author A Baltimore native, James Strouse received his Ph.D from the University of North Carolina, Chapel Hill, then returned to Maryland to earn his law degree from the University of Baltimore. He is a member of both the Maryland and Pennsylvania Bar Associations. In his spare time, Dr. Strouse teaches evening college courses in telecommunications at the Johns Hopkins University, where he is currently developing a Master's program in the subject.
