In Moscow in 1986 a plan is being formulated for the takeover of Ireland by a revolutionary group and the formation of a Soviet-backed state. This will give the Soviets a missile base against the eastern United States and at the same time cover the western approaches to Europe.

In Dublin rumours of an impending coup are circulating and a young newspaper investigative reporter is asked by the head of government to try to find out more about this, The story develops into a race against time with the involvement of MI5, American CIA and Irish Special Branch combining to foil the plot.
