Our government has always maintained a certain level of secrecy when it comes to the internal workings of its organization. In the past our government has closed their eyes to certain actions by the CIA, FBI, and others. We as a people, along with the government, justified these actions with the thought of necessity in order to protect the freedom of this country. These actions we believed to be for the greater good of all people. However, when the government steps over the line and commits unlawful acts only for the greater good of a few people, the necessity can no longer be looked at as justified.
This book is intended to have the reader attempt to answer the unanswered questions. It is written as though it were a trial. In a normal trial the prosecution would present its case first, and then the defense would present its case. By law the defendant is innocent until proven guilty. This is a case of "You, the people of the United States vs. the Bush Administration." There are many defendants in this case, most notable being president George W. Bush.
For the past four years, the Bush administration has put its case to the people of this country for its actions within our borders and around the world. The Bush administration has placed many items into evidence, called many witnesses, and has asked you, the people of the United States, to trust them without question. The Bush administration, or the defense, rested its case with the reelection of President Bush. Now, it is time for the prosecution to present its case.
I am not going to ask you to do any more than look at the case from both sides. If you need to refer back to the defense's case, or testimony, you will be able to review many speeches and addresses by President Bush and members of his administration, which will be placed into evidence. What I am asking you to do is use your common sense. At the end of this case, many questions will be asked. Answer those questions, and then you decide the guilt or innocence of the defendants. You are the jury. It is up to you to decide the fate of this country and those beyond our borders. No man is above the law, even if that man is the President of the United States.

Rossignol further shows that President Bush appointed many members of PNAC to the highest levels in his administration, and that the Bush administration conspired to commit numerous criminal acts, including murder and terrorism. Rossignol does not speculate about the criminal actions of the Bush administration, he backs the charges with copies of original governmental and organizational documents. While the trial may be fictional, all of the material contained in this riveting novel is 100% factual. Members of the jury, make no mistake, what we have here is a very serious and complex case, which involves some of the highest officials in our government today. I will prove to you, beyond a reasonable doubt, that President Bush and numerous other members of his administration, including, but not limited to, Donald Rumsfeld, Paul Wolfowitz, and Dick Cheney, established an American conservative "Think Tank," called the Project for the New American Century (PNAC) whose goal is to promote an "American Global Empire" by bending the will of all nations, including their very own.
I will further prove that the members of the Bush administration and PNAC not only endorsed, but helped encourage terrorism in the United States and abroad in order to place fear in the minds of the American people, enabling the Bush administration to set into action military operations needed in order to lay the foundation for global dominance. I will show you how members of the Bush Administration and PNAC conspired to and have carried out acts of murder, unlawful detention, and yes, even acts of terrorism. Page 15In September 2000, PNAC issued an 80-page report entitled Rebuilding America's Defenses: Strategies, Forces and Resources for a New Century. I place into evidence, Exhibit 3, a copy of this report.
Rebuilding America's Defenses (RAD) is a policy document drafted and published by PNAC. Its pages have been compared to Hitler's Mien Kampf in that they outline an aggressive military plan for U.S. world domination during the coming century. There is, indeed, much reason for alarm and reasons to question the Bush administration's actions. PNAC is not an ordinary think tank and RAD is not an ordinary policy paper. Many PNAC members now hold or have held key positions in the White House. Dick Cheney vice-president, Lewis Libby chief of staff to Dick Cheney, Donald Rumsfeld secretary of defense, Paul Wolfowitz deputy defense secretary, Eliot Cohen and Devon Cross members of the Defense Policy Board, Dov Zakheim comptroller for the Defense Department, John Bolton undersecretary of state, and Stephen Cambone head of the Pentagon's Office of Program, Analysis and Evaluation. Page 22Determined to have their world empire, PNAC offered an eerie prophecy in the RAD report, which has been entered in as Exhibit 3, about how this might be accomplished. The document states, "Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event, like a new Pearl Harbor." PNAC's new Pearl Harbor would be September 11, 2001. Page 23
Since the passing of the Patriot Act, and a staggering package of domestic security measures, which radically expanded the executive branch powers over its people, over 7,000 American citizens, and 250,000 immigrants have been arrested and stripped of their rights under the Constitution. As part of the ongoing "war on terrorism", the Bush administration has implemented a policy, without Congressional approval, of unilaterally designating American citizens as "enemy combatants." In litigation challenging this policy, the Bush administration has claimed that its designation is legally and constitutionally sufficent to permit the indefinite incarceration of what it determines to be terrorism suspects, without access to counsel and without meaningful judicial review.
