About the LRMP process

The Land and Resource Management Planning (LRMP) process is the sub-regional, integrated resource planning process for British Columbia. It promotes decision making on the basis of the principles of sustainability and consensus. It requires that the public and major stakeholders have the opportunity to participate in all steps of the process. It encourages participation of First Nations.

Planning for land and resources in British Columbia, including LRMP, is evolving in new directions. Land and resource management decisions made without an overall plan are being replaced by planning at the regional, sub-regional (LRMP), and more local levels. Land and resource decisions formerly made unilaterally by single government agencies are being replaced by inter-agency processes that seek to consider all environmental, resource and socioeconomic values. Decisions with short-range perspectives are being replaced by decisions that seek to protect future generations by ensuring commitments of land and resources are sustainable in the long term. Planning decisions made through internal government agency processes are being replaced by decisions made through open, consensus-based processes involving full participation of the public and stakeholders.

About LRMP training and publications

Training is an essential foundation for the new land and resource management directions in B.C. Through training, participants can become more effective in their roles and responsibilities in the processes. They can better understand the benefits of these processes, and avoid many of the difficulties. The purpose of training is to increase the capabilities of all participants.

How is training delivered?
Interagency Planning Teams (IPTs) are responsible for developing and implementing LRMP table training plans. In support of IPTs, the Integrated Resource Planning Committee has developed the training modules listed below. In general, IPTs select and fund consultants to present training to LRMP tables.

What kinds of training materials are available?
LRMP training materials produced by the Integrated Resource Planning Committee include modules and publications. Instructor manuals are available for all training modules. Overheads and participant workbooks are also available for most modules.

Module Overview

 

Introduction

This module is part of the participant training program for the Land and Resource Management Planning (LRMP) process in British Columbia. It covers the topic of plan development. This module is a revision of previously-released training entitled "Scenario Development". The name change, and modifications to the contents, reflect recent experience with LRMP processes which demonstrate that many tables have successfully worked on a single plan, incrementally building consensus as the plan evolves in response to more detailed information and to reflect evaluation of interests and options. At some tables, more than one plan ("scenarios") may be created, evolved and evaluated, but tables should not feel that this is the norm or is "expected" of them.

Prerequisites of participants

The module is designed for LRMP participants who have been involved in the early stages of an LRMP process. These participants are familiar with the broad principles, scope and context of LRMP sub-regional planning and its process steps. They understand the roles of the participants (public, government agencies, Aboriginal) and the requirement for broad public participation. Most have participated in the initial meetings and defining of terms of reference for an LRMP process. Assembly of information is well-advanced in their LRMP and preliminary resource analysis is underway.

Other modules cover LRMP orientation, public participation, project management, resource analysis and First Nations. The resource analysis training module will be presented to the government agency participants but not to the public or Aboriginal participants, hence there is unavoidable repetition between that module and this one.

 

Content of the module

The purpose of this 1-1/2 day module is to improve participants' abilities to develop a resource management plan through the development of area-specific resource management objectives and strategies. The participants are expected to learn:

    • the role and process of plan development in LRMP
    • the links between plan development, resource analysis and impact assessment
    • how to develop resource management objectives and strategies
    • how to identify and deal with conflicting objectives
    • the role of resource value maps in identifying key resource issues
    • the relation of resource management zones to the distribution and grouping of management objectives
    • how to structure plans.

This module includes examples from other LRMP processes.
