Frank D. Keeling was born in Romford, a suburb of London, England in 1919. He served in the British army from 1937 to 1949, in the Middle East, Africa and Continental Europe. Keeling immigrated to Saskatchewan, Canada, in 1957, where he became involved in the establishment of Medicare. He moved to British Columbia in 1967, and continued working in health care delivery until his retirement in 1980. He began his writing career in 1993.
