About the Book

Forensic Justice features latent fingerprint evidence in bringing criminals to justice via positive identification. True police cases reveal that latent fingerprint evidence also has value in sexual crime cases and not just burglaries. Preventative tips for women, educational and inspirational reading.

Shocking revelations are reflected in this book describing abuse of victims by their attackers. The purpose of these descriptions are not meant to be entertaining but rather a wake-up call so we may become aware of the dangers that face our sociery. Awareness hopefully will motivate us to take precautions against becoming victims of such heinous crimes.

Major concern for women is emphasized due to the number of rape cases in America. Prevention methods are discussed in these writings that I feel if heeded would help to greatly reduce the number of attacks on women. Though we cannot enjoy life living in constant fear, we need to protect ourselves by taking preventative measures. We must make it as difficult as possible for those who seek to harm us in any way by being on guard.

This book could be considered protection likened to an insurance policy as reading it may motivate you to make efforts against becoming a victim. If you obtain a copy, after reading pass it on to a loved one. Or better yet give them a copy as a gift.

In order to reduce crime we as individuals MUST make efforts to help prevent it. Don't wait till the horse escapes before closing the barn door. It's better to be safe then sorry. Prevention is better then a pound of cure and could save your life.

About the Author

William (Bill) H. Lippert is a retired professional law enforcement officer with 35 years of public service. As a poilce identification technician with the Salinas, Calif. Police Dept. Bill specialized in latent fingerprint identifications while working major crime investigations. Through his studies, training and experience Bill became an expert as a latent fingerprint examiner and has testified as an expert witness in various cities in California. He also posesses a lifetime teaching credential in the field of police science and has taught College, police academy and in service law enforcement educational training classes. He is also an accredited member of the American Federation of Police.

Bill has received numerous commendations including a congressional award due to his expertise, and understanding achievement in solving numerous cases on the basis of forensic evidence left at crime scenes by perpetrators. Many of his cases were made by tedious hand searches through local fingerprint files. Upon learning that the State of California was testing an automated latent fingerprint system, he sent latent fingerprints through the system in a timely manner that was instrumental in helping to salvage this most important technological system from budget cuts. Today this automated latent print system has been profoundly successful in detecting criminals throughout the State of California. The system is now directly connected to the department he retired from, being the Salinas California Police Department. He is rightfully proud to have played a role in pioneering efforts that eventually brought about his department being able to have such mystical, intriguing and phenomenal technological equipment to be utilized in their efforts to fight crime in a more expedient manner.

Throughout California Bill has received notable recognition for his outstanding expertise in the forensic fingerprint science. Among his many awards are those from the United States Congress, California State Assembly, California Department of Justice and from District Attorneys in his, and other jurisdictions where he testified to successfully prosecute criminals in their areas. The cases in this book are but a few of the hundreds he solved with minute latent fi ngerprint evidence left unwittingly at the scenes of crimes. His expertise brought about convictions of perpetrators to many crimes including killers involved in horrendous sex crimes, rapists, kidnappers, burglars, theft cases, etc. These writing are geared to be interesting, informative and also instructional with benefit to the law enforcement community and the general population as well. Bill especially prays these writings will help make all women aware of the dangers lurking in our society by keeping them alert to the point that they can prevent becoming victims of such terrible crimes. Bill endeavors to make his readers aware that the profi les of rapists are as similar today as they were many years ago. Their patterns have not changed. What has changed is the phenomenal evolution of technology in the field of forensic science. Bill's goals when he came to California were to become a fingerprint expert and be able to solve crimes with this ability. He achieved this goal beyond his wildest dreams through extensive home study and classes including the Institute of Applied Science and the FBI advanced courses, plus being tutored by other experts in the fi eld of the forensic fi ngerprint science. Colleges he attended were Hartnell, and Monterey Peninsula Colleges in Monterey County, CA, Gavilan College in Gilroy,CA, & Heidelberg College in Tiffin, Ohio.

His present goal is that his story will be benefi cial in preventing future crimes, especially women from becoming victims of senseless sex crimes since his investigations have revealed that many victims of major crimes are women who suffer savage brutal treatment and death. It is hoped that his stories in these writings will bring about an awareness that will enable women to be on guard against becoming such victims. For example, many cases would probably not have materialized had the victims not been alone, especially in isolated places at night, as seldom do we hear where two people together are attacked. If these writings can help save but one person from becoming a victim, the deceased victims described herein will not have died in vain. Bill also hopes that his writings will encourage others to jump onto the forensic science band wagon by either their support of the science or becoming directly involved in the forensic science field.
