Leaders and those aspiring to direct the welfare of a nation need to understand how citizens perceive the institutions of nation. When the publicly sponsored institution administering the welfare of a nation via health care policies falls into crisis, its leaders must understand the nature of the crisis and influence upon the health of citizens. The adage, reality is perception remains true during such a crisis as leaders ask how to coordinate the resources of a nation as to address a health crisis. This study frames a crisis of health care services delivery within the city of Owerri located within the state of Imo, Nigeria. The goal of this study is to richly illustrate and research the failure of government institutions within Owerri as to understand the problems facing the Nigerian health care sector.


About the Author

Dr. Lambert C. Nwachukwu is a registered nurse (RN) with over twenty-two years of nursing experience in the healthcare field in all facets of nursing including hospital, home care, nursing home, hospice, med/surg, and stroke care management. As a lifetime believer in education, he has continued to strive for higher education while continuing his nursing practice in the health-care business world. He received his LPN diploma from the former Boston City Hospital (now BU Medical Center), Boston, Massachusetts; BA and BSN from the University of Massachusetts; and a master of city planning from Boston University, Boston, Massachusetts. He earned his doctorate degree in business administration from California Intercontinental University, where his applied research endeavor concentrated on healthcare in Owerri, Nigeria, with a focus on quality health-care delivery in Owerri, Nigeria. An important element of the study was the critical analysis of the multilevel service delivery and the alternative level service delivery models. He is currently a staff nurse at the Northeast Georgia Medical Center in Gainsville, Georgia. Early in his career, Dr. Nwachukwu started his teaching profession in Nigeria after finishing secondary school at Emmanuel College Owerri, Imo State, and completing and earning his teachers’ grade 11 certificate from the former Bishop Lasbrey Teachers’ College, Irete, Owerri, Imo State, Nigeria. He immigrated to the United States in pursuit of higher education and better opportunities and has continued his educational quest ever since. While in US, he continued his teaching profession with different agencies and organizations including but not limited to the Boston Tutoring Center, Dorchester, Massachusetts; Metco Inc., Roxbury, Massachusetts; and as a student teaching assistant, Boston University Metropolitan College, Boston, Massachusetts. He is currently looking for opportunities for a faculty position in a higher institution or/and VP- and director-level opportunities in the corporate world.
