About the Book
The CIA believes that to insure the unimpeded flow of Venezuelan oil to the United States it is necessary to install a puppet government in the Miraflores Palace in Caracas. They determine that this new government should be lead by a charismatic socialist revolutionary and former paratroop commander who the Agency believes will follow Washington's agenda.
The Central Intelligence Agency with the assistance of the US Coast Guard embarked on a clandestine mission to destabilize the elected government and install Hugo Chàvez as the president of Venezuela.
After assuming control of the government Chàvez double-crosses the CIA and begins to actively support the anti-American policies of Fidel Castro, Muammar al-Qaddafi and the late Saddam Hussein. Hugo Rafael Chàvez Frias remains today the President of the Bolivarian Republic of Venezuela
Lurking in the shadows the Central Intelligence Agency instructs the US Coast Guard to select a USCG Auxiliary Officer to reorganize and train the Venezuelan Coastguard Auxiliary, the Para-military arm of the Venezuelan Navy. The program is designated: The Venezuelan Initiative.
The CIA and USCG conspire believing that if successful the Initiative will lead to the officer's insertion into the heart of the Venezuelan Military establishment as an NOC Asset. (A spy with No Official Cover)
CIA agent Joseph J. Velling assigned to the US Embassy in Caracas approaches the American officer with a CIA scheme to destabilize the elected government of Venezuela: the purpose of the Operation was to install Hugo Chavez as President. In return for his efforts the American officer is to be rewarded with covert payments from a CIA slush fund and promotion to Flag Rank.
A Deep Throat emerges from the shadows of the US government; a CNN news report and an investigative reporter from a Miami newspaper collectively expose the Venezuelan Conspiracy.
