About the Book

This updated 2nd edition follows the outline of the original book using integrating themes of charity management and human rights to integrate topics usually dealt with in isolation into one picture. Throughout, the book points to and draws from primary sources for facts but adds some thoughts and experience from the author. Chapters give a historical overview, consider populations and responses, describe the UN world, look at camps and emergencies, dispersed refugees and asylum seekers, describe the role and functioning of the UNHCR, describe the work of supporting agencies, explain the legalities of the 1951 Convention and give some possibilities of human rights systems. The book ends with a “where next?” chapter.   The author’s work involved contact with people in the policy and practice of refugee affairs in governments, international agencies and non-governmental groups. Most were experts in one or more aspects of refugee affairs, but many were unaware of how they fitted into a wider context. The book has been written to provide an overview with these people in mind.   There have been changes since the original edition appeared. For example a UN Human Rights Council has replaced the UN Commission on Human Rights. The 2nd edition takes account of this and makes other small changes noting the increased role of UNHCR with internally displaced persons. Otherwise the new edition aims to preserve what the international journal reviews in mid 2006 considered positive.
