The Treaty of Zurich ended the One-World War, but the nations are far from peace. In the wake of The War, the United States' foreign policy cuts all international aid spending, including to Israel, as the Americans struggle to rebuild their devastated country. Because of policy changes, riots erupt in large American cities like Detroit. And across the ocean, Russia and China spar over retributions for Russia's role in the One-World War.
The de facto leader of the United States, Curtiss "Warhawk" Winchester, must resort to unusual actions to suppress the riots, aid Russia without instigating a new war with China, and properly respond as Israel's continuously increasing demands for the reinstitution of United States foreign aid turn violent.
